COLLEGE RULES



INSTRUCTION REGARDING COLLEGE DUES. 
i. All dues must be paid in advance by the students seeking admission to the Part-I of their respective courses. 
ii. 2nd year 2nd Semester students have to deposit all the dues before the commencement of their classes. 
iii. Roll Numbers of Board/University examinations are issued only when a student clears his dues and has the required number of attendance at his credit. 
iv. BISE Registration Fee and Sports Fee is payable by 1st Year Students only. 
v. University Registration Fee, Social Work Fee and Sports Fee, if any, is payable only by 1st Semester only. 
vi. Students studying Computer Science at any level shall also pay the computer stationary charges in every year/semester of their studies. 
vii. Security should be claimed within one month of the termination of the public examination, otherwise it will be forfeited in favor of the government. 
25. FEE CONCESSION AND SCHOLARSHIPS. 
i. Deserving students within the ambit of 10% of the total strength are given fee concession. 
ii. Deserving and meritorious students are also granted financial assistance/prize from Pupils’ Fund. 
iii. Besides these, scholarships like MORA, Fauji Foundation, and FATA etc are also floated from different agencies. iv. Only one financial assistance is to be availed at one time. v. Any of the above privileges is withheld in case a student is short of the required attendances, remains willfully absent from the class-tests or internal examinations or shows poor result. 
26. UNIFORM. 
 Male 
Winter: White shirt and Shalwar with Navy blue Coat and / or Cardigan and black Shoes and socks.  Summer: White Shirt and Shalwar with black shoes. 
 Female 
Winter: White Shalwar and Qamees with black Shawl, Cardigan, Shoes and Socks.  Summer: White Shalwar and Qamees with Dupatta and black Shoes with white/black socks. 
Note:The college administration reserves the right to prevent any student dressed in improper uniform from entering the college premises. College uniform is obligatory for all students. 
27. MINIMUM REQUIRED CLASS ATTENDANCE. 
 At least 75% attendance of the delivered lectures is compulsory for a student in theory and practical classes in each subject. Students falling short of 75% attendance in any subject shall not be allowed to take the annual public examination of the board/university. 
28. IDENTITY CARDS. 
 The college identity card is issued to all students within fifteen days of their admission. It is binding upon every student t obtain the college identity card and display it on their chest during the college hours. In case of loss or spoilage, a duplicate identity card is issued on payment of a fine of Rs. 50/- 
29. SOCIAL WORK. 
 Some work of social welfare for at least three weeksduring two academic years is a must for the degree student. Social work may include cleanliness and beautification of an area, look-after the play grounds and lawns or some other assignments of social interest inside/outside the college premises. 
30. CODE OF CONDUCT. 
 It is binding upon every student of the college to follow the following rules and regulations: 
i. Every student is bound to observe the religious obligations and to show tolerance for other religions, beliefs, customs and traditions Promoting communal, regional and religious disharmony among students or college staff is strictly prohibited; 
ii. Every student has to be loyal to the ideology of Pakistan and is not allowed to commit any actions which may damage the honour and integrity of the motherland; 
iii. Every student has to demonstrate tolerance, patience, and politeness in his dealing with teachers and fellow students;
 iv. Every student should respect the college teachers and the college administration and abide by the rules and regulations introduced from time to time. Any form of harassment of any student or an employee of the college or visitor is strictly prohibited;
 v. Every student should pledge to keep his mind and body clean and must demonstrate good manners and should develop the spirit to help and serve his fellow students;
 vi. Every student must receive his education keenly and participate in sports and co-curricular activities with honesty and sincerity; vii. Every student must take care of the public and college property and persuade others to do so; 
viii. Every student, for any personal concern, has to directly contact the concerned in-charge. Undue interference in the academic, administrative, sporting, social or other activities is strictly prohibited;
 ix. Every student shall regularly observe the college and class timing and shall ensure his/her regular presence in the classes so that his/her attendance shall not fall short of the required attendance of the public examining bodies;
 x. Every student shall regularly take class tests and home examinations; 
xi. Every student must come to the college in the college prescribed uniform;
 xii. Every student must provide correct information to the college administration, whenever required; xiii. Every student must observe all the rules and regulations related to the class-room, common room, library, lawns, playgrounds and hostel;
 xiv. Every student must abstain themselves from using unfair means in the class tests, home examination and public examination; 
xv. Smoking, consuming or possessing alcoholic drinks or other intoxicants, gambling, possessing or using any weapons in the college premises and unauthorized audio/video recording/photography is strictly prohibited.
 xvi. Every student shall pay all the college, board, or university dues well in time; xvii. Taking part in politics and displaying any badge or wearing any cap of political parties/federations within the college premises is strictly prohibited;
 xviii. Display of any sort of posters/banners in the college building or boundary wall is not allowed; 
xix. No student shall facilitate unauthorized entry of any person into the campus or unauthorized occupation of any portion of the college premises, including hostels either himself or by any other person; 
xx. Female students are not allowed to use or keep cellular phones except if they are allowed by the college administration under special circumstances. xxi. Every student shall observe the cultural and social norms of the society; 
xxii. Parents/guardians of regular students and ex-students can visit the college after 11:00 A.M for any official work.
 xxiii. In order to ensure the code of conduct and discipline, the chief Proctor, and the staff proctors may extend the range of duties of the Proctorial monitors to check indiscipline and indecency among the students even outside the college premises. 
31. ACCOUNTABLE IRREGULARITIES: 
 Students are required to observe and maintain a reasonable standard of conduct. Any act of misconduct, committed by a student inside or outside the campus, shall mean the violation of the college discipline resulting in penalties of different intensities including expulsion, rustication or striking-off from the college roll. 
 Committing any one or more of the following will be considered as misconduct and violation of college discipline: 
i. Disruption of, or improper interference with, the academic, administrative, sporting, social or other activities of the college including any attempt to prevent any staff member, student or visitor of the college from carrying on their work;
 ii. Violent, indecent, disorderly, threatening, defamatory or offensive behavior or language and use of abusive and derogatory slogans or intimidatory language whilest on college premises or elsewhere;
 iii. Any form of harassment of any student or an employee of the college or of a visitor to the college whether in person, in writing, by email, via the internet or otherwise, whilest on college premises or whilest engaged in any activity relating to the college; 
iv. Fraud, deceit, deception, dishonesty or forgery, tampering with or misuse of the college documents or records, identification cards, etc; 
v. Furnishing false certificates or false information to any office under the control and jurisdiction of the college; vi. An action which causes or is likely to cause injury or impairs safety on college premises;
 vii. Misuse or unauthorized use of college premises or items of property or damage to, or defacement of college community caused intentionally or recklessly or by negligence, and misappropriation of such property; 
viii. Engaging in any attempt at wrongful confinement of teachers, offices, employees and students of the college or camping inside it.
 ix. Breach of the provisions of the Policies, Codes, Rules and Regulations of the college;
 x. Smoking consuming, or possessing alcoholic drinks, dangerous drugs or other intoxicants in the college premises; xi. Indulging in acts of gambling in the college premises:
 xii. Possessing or using any weapons such as knives, batons, iron chains, iron rods, sticks, explosives and fire arms of any kind in the college premises:
 xiii. Unauthorized audio/video recording/photography of a learning or other activity: 
xiv. An act of raging which includes the action of teasing, playing a practical jokes upon someone, display of noisy, disorderly conduct, teasing by rough or rude treatment or handling, including such activities which cause or are likely to cause annoyance, undue hardship, physical or psychological harm or raising apprehension or fear in a fresher or inciting the students to do any unlawful act or perform something which causes him/her shame or embarrassment or danger to his/her life;
 xv. Conduct which constitutes a criminal offence (including conviction for an offence) where that conduct: (a) took place on college premises, or (b) affected or concerned other members of the college community, or (c) damaged the good name of the college, or (d) itself constitutes misconduct within the terms of this Code; 
xvi. Any act of moral turpitude: xvii. Failure to disclose name and/or other relevant details to an officer or employee of the college in circumstances when it is reasonable to require that such information be given; 
xviii. Failure to comply with a previously-imposed warning under this Code or any other Policies, Codes, Rules and Regulations of the college; 
xix. The deliberate false activation of a fire alarm or fire extinguisher;
 xx. Unauthorized occupation of hostel’s rooms or unauthorized acquisition or use of college furniture in one’s hostel room or elsewhere; 
xxi. Causing or colluding in the unauthorized entry of any person into the campus or in the unauthorized occupation of any portion of the college premises, including hostels by any person: xxii. Arousing of communal, caste or regional feelings or creating disharmony among students or college staff; xxiii. Tearing of pages, defacing, burning and destroying of books of the college library;
 xxiv. Any offence under law; xxv. Using or committing an attempt to use unfair means in class tests and home examination; xxvi. Pasting of posters or distributing pamphlets, handbills etc. of an objectionable nature or writing on walls and disfiguring buildings;
 xxvii. Disobeying teachers or college administration; xxviii. Neglects his academic work or other assignments; and without any reason, absents himself from the class; xxix. Does not clear his college dues in time; 
xxx. Indulges in politics; 
xxxi. Any other act which may be considered by the Principal or the college Disciplinary Committee to be an act of violation of discipline; 
32. RANGE OF PENALTIES: 
 The following penalties may, for act of indiscipline or misconduct or for sufficient reasons, be imposed on a student, namely: 
i. Written warning and information to the guardian. ii. Fine from Rs. 100 to Rs. 5000 iii. Suspension from the Class/Department/College/Hostel/Mess/Library/ or debarring from availing any other facility.
 iv. Suspension or cancellation of scholarship, fellowship or any financial assistance from any source or recommendation to that effect to the sanctioning agency.
 v. Recovery of pecuniary loss caused to college Property.
 vi. Debarring from participation in sports, debates, different societies, academic or refreshing tours and such other activities. vii. Disqualifying from holding any representative position in the Class/College/Hostel/Mess/Sports/Clubs and in similar other bodies. 
viii. Hostel shift and between Morning/Evening shifts.
 ix.Expulsion from the College/Department/Faculty/Hostel/Mess/Library/Club for a specified period. 
x. Debarring from an examination.
 xi. Issue of Migration Certificate.
 Xii. Issuance of character certificate with adverse remarks. 
xiii. Prohibition of further admission or re-admission. 
xiv. Struck-off the college rolls for the current academic year/session or for any extended period. 
34. SUSPENSION OF STUDENTSHIP. 
 Any student, against whom a charge of misconduct has been initiated may be suspended from the college by the Principal which shall continue till the final decision of the competent authority. A review of disciplinary action/actions initiated against a student would lie with the officer issuing the orders, within seven days, and an appeal would be heard against the orders of the authorities mentioned in these Rules by the College Council. 
35. AMENDMENT AND ANNULMENT OF RULES 
 The Principal, in consultation with the College Council, is competent to amend the rules or regulations, except those related to admission policy, in the interest of the institution. 
36. BAN ON POLITICAL ACTIVITIES. 
 In the light of the Supreme Court verdict which reads as under: 
 “Students’ indulgence in political activities in the college shall be strictly prohibited.” 
“We, therefore, hereby direct that at the time of admission to an educational institution the student and his parent/guardian shall give an undertaking that the student shall not indulge in politics failing which he shall not be allowed admission. And if after the admission, he violates such undertaking i.e. “indulges himself in politics” he shall be expelled from the Institution without any further notice. All the educational institutions shall henceforth seek and obtain similar undertaking in respect of all existing enrolled students. 
 It is explained that the finding with regard to “indulgence in politics” given by the Head of institution under his seal and signature shall be final and shall not be questioned except only before the Supreme Court.” 
 The Specimen of undertaking given on the following page has to be filled and signed by the student and his father/guardian on judicial paper and attested by a competent authority to be produced at the time of interview /admission. Unless a candidate is granted admission to the college, there is no need of producing the undertaking along with the admission Form. It should be produced at the time of interview/admission. 
    UNDERTAKING   
In compliance with the order of the Supreme Court of Pakistan. In case I violate this undertaking, I shall be expelled from the college without any further notice from the Principal of the college. Furthermore, the finding with regard to my “indulgence in politics” given by the Principal under his seal and signature shall be final and shall not be questioned except only before the Supreme Court of Pakistan.
